I think it would be helpful to offer this service and only offer this on vector files uploaded. This would force the client to upload only a good quality file. The absolute dream would be to do this from any bitmap file too - but thats a bit tough and the results would be pretty poor. - But the ability to offer a "Logo Redraw" upsell would allow clients to upload a file and we can always fix it on the back end once the order is placed.
